Victoria Osuka-Hughes
Operation First Five Facilitator & Community Organizer
Victoria earned a Master’s and a Bachelor’s Degree in Human Development and Family Studies from Texas Tech University. She currently facilitates Operation First Five, the collective group that works to elevate the importance of early childhood development and investments in early learning systems through community saturation of the BASICS principles. Victoria was born and raised in Amarillo and currently lives there with her husband, Dr. Diamon Osuka-Hughes, and their 2 daughters.
Kacie Bell
Project Director
Kacie Bell has served for 12 years as Project Director over several Texas Home Visiting programs such as HIPPY, Nurse Family Partnerships and Parents As Teachers at Highland Park Elementary School. She holds a Bachelor Degree of Science in Early Childhood. Kacie plays a critical role as the backbone support for Operation First Five and the Basics Amarillo. She currently lives in Amarillo and has 1 daughter, Taytum, who she loves to watch play basketball.
DeDe Martinez
Outreach Coordinator & Social Media
DeDe Martinez is the Outreach Coordinator for the Basics Amarillo and several Texas Home Visiting programs (HIPPY, Nurse Family Partnerships & Parents As Teachers at Highland Park Elementary School). She provides social media support for Operation First Five and the Basics Amarillo. Born and raised in Amarillo. She has been married for 18 years with 4 children and 1 dog to keep them busy daily. She enjoys being out in the community and seeing how The Basics make a difference in lives of parents with young children.
